DEPARTMENTEdward A. Widman Finance Director 419.627.5888 The Finance Director is the chief fiscal officer of the City. The Finance Department is responsible for recording all receipts and disbursements, all assets and liabilities and accounting for taxes and assessments. The Finance Director assists the City Commissioners and department heads in the preparation of the annual budget and in all financial related matters. All purchase orders and contracts are reviewed and approved by the Finance Director. The Finance Director is also responsible for the investing, managing and safekeeping of the City’s monies. The Finance Department collects all monies for the City and makes all necessary disbursements on the City’s behalf. Besides accounts receivable and accounts payable, the department prepares payroll, records water and sewer billings, and oversees the capital assets system. The Finance Department strives to provide the delivery of services and information to both employees and citizens in an orderly, efficient manner. Currently, the City has an “A2” rating from Moody’s Investors Service. Bonds that are rated “A” possess many favorable investment attributes and are considered as upper-medium-grade obligations. The City prepares a Comprehensive Financial Report (CAFR) and has received 13 Certificates of Achievement for Excellence in Financial Reporting.
